Programs for Special Populations (limited access)
When implemented, these programs pertain to a limited portion of the community. The PNRC largely recommends use of these programs only in cases where program need is clearly indicated and program implementation does not exclude a larger continuum of programming serving the entire community.

Programs for 18- to 22-year-olds: The least developed aspect of neighborhood-based efforts to ensure young people's successful development concerns 18- to 22-year-olds. The PNRC search did not identify any evidence-based programs that could be adopted within a neighborhood, that met the broader PNRC set of criteria for programs, and that were designed to promote successful post-secondary preparation for career and life.
